Kawayan LGU receives good housekeeping award from PNoy

TACLOBAN CITY, Leyte, Mar 18(PIA) – The local government unit of Kawayan received from President Simeon Benigno S. Aquino III the good housekeeping award from among the 15 fourth and fifth class municipalities in the country in recognition of their “good housekeeping” or excellent performance in governance in their respective localities.

According to Myles Joseph Colasito, information officer, Department of Interior and Local Government (DILG) Region 8, the awarding was held on March 17, 2011 in Malacañang Palace with Interior Secretary Jessie Robredo and Undersecretary Austere Panadero assisting the president in giving the award.

Colasito informed that the municipality of Kawayan in the province of Biliran was the lone recipient of the award in Region 8.

He disclosed that the following were the awardees, namely: Region 1- Alilem, Ilocos Sur; Region 2 – Quezon, Isabela and Saguday, Quirino; Region IV-A – Mataasnakahoy, Batangas; Region V – Camaligan, Camarines Sur; CAR – Banaue, Ifugao and Lagawe, Ifugao; Region VII – Amlan, Negros Oriental and Maribojoc, Bohol; Region X – Calamba, Misamis Occidental; Region XI – Dujali, Davao del Norte; and CARAGA – Cagwit, Surigao del Sur, Carrascal, Surigao del Sur and San Jose, Dinagat Island.

The "good housekeeping seal" is given to LGUs that have excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization, Colasito said.

He added that LGUs should have “no adverse” report from the Commission on Audit (COA), which means that they should have complied with all the requirements of the government’s auditing agency.

The 15 LGUs received a Performance Challenge Fund (PCF) of P1-M each after they were conferred with the Seal of Good Governance Housekeeping, Colasito informed.

He further said that the municipality of Kawayan was already handed with the P1-M check with Kawayan Mayor Gerardo S. Espina personally receiving it during the awarding ceremony of the 2010 Legislative Award conducted by DILG 8 at the People’s Center, this city recently.

Colasito said that the incentive should be used for the implementation of priority

projects of LGUs aligned to national government priorities in order to achieve the Millennium Development Goals, as well as maintain core road network to boost tourism and local economic development and comply with the Philippine Disaster Risk Reduction and Management Act of 2010 and Ecological Solid Waste Management Act of 2000.
