San Fernando City Council bags Nat'l Local Legislative Award prize for 3rd consecutive time

CITY OF SAN FERNANDO, Pampanga, March 11 (PIA) -- Sangguniang Panlungsod of San Fernando bagged the National Local Legislative Award (LLA)-Component City category prize for the third consecutive time.

Council members, spearhead by vice mayor and presiding officer Edwin Santiago, received their award plus P50,000 cash incentive and development projects worth P1 million from Interior and Local Government Undersecretary Austere Panadero, and Philippine Councilors League (PCL) officials headed by Alma Moreno, president and Alan Zulueta, national chairman.

In a statement, Santiago said, “The recognition reflects the council’s commitment to the pursuit of excellence and quality in its legislative mission.”

"The Sanggunian's exemplary performance was the result of a harmonious relationship between the legislature and executive branch headed by Mayor Oscar Rodriguez. We work hand-in-hand for our vision for San Fernando to be a Habitat of Human Excellence," Santiago added.

Given by Department of Interior and Local Government and PCL, LLA recognizes the exemplary performance of sanggunians of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development.

For this current term, performances of local councils from July 1, 2010 to June 30, 2012 were reviewed.

Criteria in determining the winners include effectiveness of the legislative agenda which should be aligned with the executive agenda, effectiveness of the legislative tracking system, availability of legislative documents, efficiency of performance of the sanggunian which is measured through the number of ordinances passed with impact on communities such as local tax code and comprehensive land use plan, and quality of office set-up and staff complement.

San Fernando City Council was cited for being able to pass the Annual Investment Incentives Program, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Appropriation Ordinance, and City Risk Reduction and Management Code - the first local government unit to have such in the country.

It has enacted a total of 202 ordinances and 1,262 resolutions with impact on local communities and various sectors. (WLB/CLJD-PIA 3)
