The GLow MARCH 1997 53RD COMMENCEMENT EXERCISES Lawyer-consul to address 627 graduates Lawyer Noel M. Servigon, the former consul of the Philippines in Vienna, Austria will address 627 graduates of the school dur­ing its 53rd Commencement Exercises on April 3. The 34-year old diplomat is the elder of two children of Atty. Jacinto Servigon of barangay Pagotpot, Cabatuan, and the former Marietta Mejica of Baluarte, Molo, Iloilo City, His father is a retired Administrative Officer V of the Department of Public Works and Highways Regional Office VI. His mother, a retired pharmacist, is a daughter of the late Rosendo Mejica, founder of Baluarte Elementary School in Molo, Iloilo City, which is the first public elementary school in the Philippines. BEULAH GRACE PORTILLO Beulah Grace C. Portillo and Allan M. Madarico will lead Class '97 during the 53rd Commencement Exercises of the school on April 3, starting at 7:30 a.m., in the covered gym in the town plaza. Portillo is the class valedictorian while Madarico is the class salutatorian. Portillo is the youngest of the eight children of Francisco Portillo and the former Lourdes Ceballos. The family resides in Barangay Naslo, Maasin, Iloilo. Madarico is the eldest of the four children of Pancho Madarico, a security guard, and the former Elisa Maaya. The family resides in Bagacay West, Maasin, Iloilo. A total of 627 composing the 13 sections of the fourth year will receive their diplomas from Dr. Esperanza M. Orlin, director of the Department of Education, Culture, and Sports, Region VI, based in Duran St., Iloilo City. Other honor graduates of Class '97 include Noel A. Tolentino Jr., first honorable mention; Juvi M. Caballero, second Consul Servigon finished his elementary education in Colegio del Sagrado Corazon de Jesus in Iloilo City. He acquired his sec­ondary education at the University of the Philippines in the Visayas, Iloilo City. Aspir­ing to become a lawyer, he pursued his Bach­elor of Arts degree, majors in Political Sci­ence and History, in the University of the Philippines in the Visayas. In 1988. He earned his Bachelor of Laws degree at the University of the Philippines in Dilinian, Quezon City. During his college days in the UP-V, he was a Tomas S. Fonacier Scholar from 1979­1980, then from 1980-1981. He was also a Fonacier-Drilon All Around Scholar from 1981-1982. He was ALLAN M. MADARICO honorable mention; Mary Can H. Sta. Rufina, third honorable mention; Melecio B. Angelo Jr., fourth honorable mention; Kenneth Demetrius P. Gil, fifth honorable mention. Sofia M. Beba, sixth honorable mention; Jonah L. Bidaure, seventh honorable mention; Michelle M. Sotelo, eighth honorable mention; Rieza D. Velarde, ninth honorable mention; Fatima R. Ordoyo, tenth honorable mention. The school's 53rd Commencement Exercises will be opened by a processional march of the graduates, together with their parents. The march will start from the Bonifacio monument to the covered gym. The graduates will be joined by the surviving members of Class '47, the "Golden "Jubilarians" of the school. A number of awards, in cash or in kind, will be awarded to the outstanding graduates of the school. Also, during the program the graduates will be inducted to CNCHS Alumni Association by Mr. Nonito G. Baldeviso, first vice president of the Association. NOEL M. SERVIGON named a College Scholar during the first and second semesters of school year 1980-1981. To top it all, he became a University Scholar during the first semester of school year 1981­1982. To augment his educational background, he earned units in Master of Management (Public Administration) in the University of the Philippines in the Visayas. In 1988, he simultaneously took two ex­aminations: the bar examination and the For­eign Service Officers examination. Gifted with innate intelligence, he passed both ex­aminations. In the examination for Foreign Service Officers, he placed fifth among the only 19 examinees who passed the test. More than 100 took the examination. Prior to his present designation, consul Servigon had been the acting director of the Administrative Services Division of the Of­fice of personnel and Administrative Serv­ices, Department of Foreign Affairs. He held such position from 1988-1989. From 1989-1990, he was named acting director of Division III (Agriculture, Fisher­ies, Forestry, ESCAP, ICF), Office of the United Nations and other International Or­ganizations. He also became acting director of the Honorary consuls and Services Attaches Di­vision. Concurrently he was the assistant di­rector of the Personnel Management Divi­sion, Office of Personnel and Administra­tive Services. He served in that capacity from 1990-1991. In recognition of his intelligence and competence, he was promoted as Adminis­trative Officer of the Philippine Embassy in Vienna, Austria from 1991-1993. Enjoying another promotion, he was named third Sec­retary and Vice Consul of the Philippine Em­bassy in Vienna, Austria from 1991-1995. At present, he is a special assistant to the Secretary of Foreign Affairs, Mr. Domingo L. Siazon Jr. Consul ~ervigon is married to the former Marichu Torrato whose father is from Tigbauan, Iloilo.
