( MARCH 1997 74C EiLow)El Barangay launches lighting project Barangay Zone VII (San Nicolas Street) in the poblacion completed recently its street lighting project. Costing P47,000.00, the project was funded by the barangay development fund which is 20% share of the Internal Revenue Allotment (IRA) of the barangay for 1996. Constructed were 14 electrical posts, having a distance of 22 meters between posts. For three successive years (1994, 1995, The construction of a concrete sidewalk with a gutter from the gate of Cabatuan Na­tional Comprehensive High School to the cor­ner of Bennejo Street and Confesor Drive was recently completed. Spanning a distance of 150 meters, the sidewalk received an appropriation of P350,000.00 from the Countrywide Devel­opment Fund of Sen. Miriam Defensor-San­tiago. The construction work on the sidewalk was done through the administration and su­pervision of the municipal government. The new infrastructure project was real­ized through the joint efforts of the Munici­pal Government of Cabatuan, the Sangguniang of Barangay Zone III (Bermejo Street), and former Iloilo Vice Governor Robert Maroma. In 1995, the Sangguniang Bayan of Cabatuan, through the prodding of Mayor Eliseo C. Tobias, passed Resolution No. 95­199 requesting from Sen.Santiago the amount of P350,000.00 for the construction of a sidewalk in Bermejo Street. 1996), San Nicolas Street has maintained the honor of being "The Cleanest and Greenest Barangay in the Poblacion." The officials of the barangay are headed by punong barangay Santos L. Grio. The other mem­bers of the barangay council are Rodolfo Puga, Adelita Montefrio, Milagros Jardiolin, Danilo Coo, Estela Calero, and Rowena Techo. The barangay secretary is Giselle Nacis while the barangay treasurer is Andrea Coo. Ramona Grio heads the Sangguniang Kabataan of the barangay. Santiago an appropriation for the construction of the same sidewalk in Bermejo Street. The resolution, sponsored by Kagawad Ninfa C. Puga, was channeled through Robert Maroma when he was still the vice governor of Iloilo. The former Iloilo vice governor made representation with Sen. Santiago regarding the request of the Sangguniang Bayan of Cabatuan and the Sangguniang Barangay of Bermejo Street of which he is a resident. The Sangguniang Barangay of Zone III (Bennejo Street) is headed by Punong Barangay Elena O. Monegro. The kagawads of the barangay are Ninfa C. Puga, Panfilo Libutaque, Leandro Rue], Herminia Mayormente, Gregorio Mainar, Juan Montalban, Movita Dominguez, and Felixberto Baldeviso, SK Chairman. Mrs. Purificacion M. Tormon is the barangay treasurer while Mrs. Regina R. Villa is the barangay secretary. RHU reaps honors The Rural Health Unit (RHU) of Cabatuan had gained honors for the town, it was learned from Sangguniang Bayan member Dr. David V. Grio, chairman of the committee on health in the Sangguniang Bayan. According to SB member Grio, the Municipal Health Board was adjudged by the Department of Health as "The Best Performing Health Board in Region VI." The Board was also chosen as one of the seven "Most Outstanding Health Boards in the Philippines. "Mayor Eliseo C. Tobias received the award from Pres. Fidel V. Ramos during the awarding ceremonies held in Malacaflang Palace. The Municipal Health Board is chaired by Mayor Eliseo C. Tobias. Dr. Linda Jane B. Yee, the municipal health officer, is the vice chair. Other members of the Board are Dr. David V. Grio, chairman of the com­mittee on health in the Sangguniang Bayan; Mrs. Mary Agnes M. Halili, a public health nurse; a representative of non-govemmen­tal organizations; and Mrs. Teresita Bacinillo, president of Barangay Health Workers Organization. Mrs. Lourdes S. Palmes, a rural health midwife assigned in barangay Tigbauan Road health station, was chosen as one as one of the "Ten Outstanding Midwives in the Philippines for 1996." The search for outstanding midwives is an annual project of the integrated Midwives Association of the Philippines and Johnson and Johnson Co., in cooperation with the Department of Health and the Public Health Association. Palmes was cited for her "exceptional services as frontline health worker in the comi-nunity, for attending to the needs of families with great dedication at times far beyond the call of duty, and for showing the best and noblest of her profession." "Her award consisted of P10,000, a trophy, a plaque, a gold pin, and a midwife's bag. It should be recalled that in 1995 Mrs. Iluminada N. Soriaso, also a midwife of RHU, became a recipient of the same award. During the observance of Lung Month, the contingent from Cabatuan won honors in various regional contests sponsored by the Department of Health Region VI.
