14 The Glow MARCH 1997 Group formulates land use plan Lenten contest winners bared Fr. Amadeo Escaflan, the town's parish priest, announced on Easter Sunday the winners in the "kapiya" and "pasyon" - singing contests, held in connection with the observance of Holy Week '97. "Kapiya" is a replica of one sta­tion of the Way of the Cross, that de­picts a particular portion of the suf­fering of Jesus Christ when he was sentenced to death on the cross. For the first time on the tenth year of the "kapiya" contest, Station 13 was adjudged the winner. The sta­tion, depicting the detachment of Je­sus Christ from the cross, was pre­pared by a committee composed of Acao barangay captain Jesus Mijares as chairman. His co-chairman was Tranquilino Cadete. Other members of the committee were Salacay barangay captain Jorge Crisme, Inaca barangay captain Crispin Prefer, and Ito Sur barangay captain Ornesino Cambel. Second placer was Station I that depicted the handing down of judg­ment on Jesus Christ. The station was collectively prepared by four barangays, headed by Banguit barangay captain Antonia M. Penar as chairman. Arnulfo Monticado acted as co-chairman. Other members of the committee were Pamul-ogan barangay captain Adriano Berbegal, Calayo barangay captain Veto Bastiero, and Tinio-an barangay cap­tain Romulo Amistoso. Station 3 depicting the falling down of Jesus Christ for the first time copped the third place. The putting up of the station was made possible through the collective efforts of four barangays, headed by Zone I barangay captain and municipal Liga ng mga barangay president Mariano Villalobos. Pongtod barangay captain Wenceslao Celendro acted as the co­chairman. Manguna barangay cap­tain Lilia Alcallaga and Duyan-duyan barangay captain Norberto Bonto served as committee members. sw (To page 3 4) The Municipality of Cabatuan has become a recipient of a family assistance from the Local Government Support Program (LGSP) of the national government for the town's Capability Building Program in the formulation of its Municipal Comprehensive Land Use Plan (MCLUP). Mayor Eliseo C. Tobias announced this information to sectoral representatives in town during a meeting he called for on January 14 at the municipal session hall. Mayor Tobias further announced that a Memorandum of Agreement was entered into between the LGSP Regional Management Committee (LRMC) and the Municipality of Cabatuan. The implementation of the Agreement shall be guided by the project proposal submitted by the municipality and approved by the LRMC. The approved project proposal provides in its Project Management Structure for the organization of a Technical Working Group (MTWG) that shall facilitate the formulation and completion of the MCLUP, Mayor Tobias further explained. In this regard, Mayor Tobias issued Executive Order No. 97-1 on January 29, 1997 creating the Municipal Technical Working Group (MTWG). The group has been tasked to facilitate the formulation and completion of the Comprehensive Land Use Plan, and to participate actively in all activities under the program. Fr. Amadeo Escailan, the parish priest, has created six teams to implement the evangelization program of the Parish of San Nicolas de Tolentino in Cabatuan, Iloilo. The teams started spreading the Good News in the poblacion and in the 42 barangays of the parish since June 1996. Each team, composed usually of 15 mem­bers, has a battery of speakers to discuss 10 topics in five sessions, usually held for five successive nights starting at 7:30 p.m. The first topic centers on the rationale behind the evangelization of the parish. This is followed by the explanation of the church policies. The talk proper focuses on "Introduction to Christianity." This is followed by he discussion of "What is the color of your God?". Another speaker will elucidate on "Faith and its signs." One of the most touching topics to be tackled relates to "Quo Vadis?" or "Where are you going?". The four other topics are "Problems of faith, Good News, Repentance and Eucharist." An open forum follows after each talk. After all the topics have been discussed, the participants will engage in faith sharing on the sixth and last day of the evangelization. According to Fr. Escanan, the evangelization program of the parish is being undertaken in com? Named to the MTWG are 22 government officials in town. Vencer, administrator of Cabatuan National Comprehensive High School; Victor Maroma representing Cabatuan Development Foundation; Godofredo Memarion representing People's Economic Council; Wilfredo Jiloca, Sangguniang Bayan member; Valentin Supide, Sangguniang Bayan member. The other members of MTWG are Tita Layador, municipal budget officer; Alfonsa Artieda, human resource management officer; Restituta Kilayko, chief of Ramon Tabiana Memorial District Hospital; Jacinto Parcon, chief of police, Rodolfo Italia, municipal agrarian reform officer; and Ma. Linda Mellizas, clerk. The executive order of Mayor Tobias provides that the MTWG may organize sectoral committees in accordance with the program requirements. pliance with the mandate of the Second Plenary Council of the Philippines. It is also being con­ducted as a way of implementing the Parish Vi­sion-Mission Statement of making the parish "a renewed, alive, and participative Christian com­munity.9 - "Above all, we are evangelizing our parish in preparation for the year 2000 which will mark the 200th anniversary of the birth of Jesus Christ, our Lord and Savior. The year 2000 will also mark the start of the third millennium and our preparation for its coming should focus on RENEWAL and EVANGELIZATION," Fr. Escafian said. The task of evangelizing the parish is one of the major responsibilities of the Parish Apostolic Council which is one of the three councils man­dated to be created in every parish by the Second Plenary Council of the Philippines. The two other councils are the Parish Pastoral Council and the Parish Finance Council. "After all the barangays shall have been evan­gelized, the program will continue with the dis­cussion of other topics relevant to Christian faith.
