Eliseo C. Tobias, municipal mayor, Dr. Restituta Kilayko, chief of the hospital, guests and personnel of Ramon Tabiana Memorial District Hospital give their offerings during the Thanksgiving Mass held in celebration of the Silver Jubilee of the hospital. Ramon Tabiana Memorial District Hospital marked its silver jubilee with the blessing and inauguration of the hospital chapel and a thanksgiving mass on Sept. 1. Dr. Letecia Austria-Tobias, first lady of the municipality of Cabatuan cut the ceremonial ribbon. Msgr. Alberto Piamonte was the main celebrant during the thanksgiving mass. He was assisted by Rev. Fr. Escahan, Fr. Jiloca, Fr. Bendaval and Fr. Taclain. A testimonial luncheon in honor of the guests and alumni immediately followed. Hon. Arthur Defensor, governor of the province of Iloilo was the inspirational speaker during the short program in the afternoon. The silver anniversary celebration has for its theme "Physical and Spiritual Health Towards a Progressive Community." Rey B. Veneer, vocational school administrator and the Key School Officials (KSO) of Cabatuan National Comprehensive High School started the implementation of the strategic plan for 1997-2002. The plan is based on a vision that the school is a crucible of quality Special Science, General Secondary and Post Secondary Education that develops and harnesses the potentials of each individual student, faculty and staff member resulting to a vibrant, progressive and humane educational institution; and a mission that the institution is committed to mold service-oriented scholars among the youth so as to help build a Filipino nation that is at par with no other. The plan aims to provide at least 50 opportunities for continuing faculty and staff development; develop and/or evaluate at least 20 support curriculum materials and facilities; initiate, revitalize and enhance at least 20 student-oriented activities and projects, and generate at least P5M worth of funding from income generating projects and linkages It is to be recalled that RTMDH was incorporated in the bill sponsored by Congresswoman Gloria M. Tabiana in Republic Act 4955. The hospital began its operation on Sept. 10, 1971 in the residence of Mr. Guillermo Confesor on the corner of Magallon and Rizal Streets. Through the efforts of then Mayor Francisco C. Tobias, a permanent site has been secured on a scenic rolling hill overlooking Tigum River in the boundaries of Pungtod, Tabucan and Banguit. The site is a donation of Mr. Nicanor Buenaflor, Mr. and Mrs. Cirilo Javelosa, Mrs. Dolores D. Pueyo and Mr. Manuel Bermejo. The hospital began its services in its new location on Sept. 1, 1973. The improvement hailed by the people not only of Cabatuan but also of the neighboring municipalities of Santa Barbara, with Non-Government Organizations (NGO) and other Government Organizations (GO) in the form of donated equipment, infrastructure, reference materials and other support physical facilities. An analysis of the school and environmental situation shows that the school is progressing but hampered by certain weaknesses. The school has competent members of the faculty and staff but has inadequate teacher and support staff items; wide area for physical development but very inadequate MOOE allocation; supportive LGU officials, NGO' and GO's but low socioeconomic status of clientele; high premium on education by members of the community but low level of employment opportunities; organized and active alumni association but inadequate communication facilities in the community. The school with the help of the community will try its best to accomplish the strategic plan in five years just as it has accomplished the first strategic plan in 1992-1997. New Lucena, Maasin and Janivay is a living witness of the government's concern for the health of the people. From a bed capacity of 25 with an annual appropriation of P300,000. for personal services and a capital outlay of P45,000. only, the hospital has now an operational budget of P12,089,640. for personal services and P2,586,872. for Maintenance and Other Operating Expenses (MOOE). The chief of the hospital since 1972 is Dr. Restituta TobiasKilayko. The different agricultural skills contested were Identification of Weeds, Fertilizer Computation, Compounding Feed Ration, Identification of Seeds, Identification of Seedlings, Bagging, Prospectus Making (Animal and Crop), and Plant Propagation (Marcotting, Crafting). The trade skill contests were Weed Joints, Identification of Tools, Weaving Using Bamboo, Identification of Friction Clutch The Municipal Disaster Coordinating Council of the town continuously convene in preparation for the La Nina phenomenon. The MDCC scouted out all its units-the Secretariat, Relief and Operations, Rescue, Transportation, Communications and Warning, Evacuation, Fire Service, Evaluation, and Intelligence to be ready in case of disaster particularly typhoon and flood which may occur in One hundred members of the faculty attended the training of class advisers on Revitalized Homeroom Guidance Program on July 10-1 1. The two-day training activity includes lectures, open forum and group activities. The training was facilitated by Miss Belen Huyo, Mrs. Milagros Azin and Mrs. Nerissa Apelo, guidance counselors of the school. The training group was headed by Miss Dolores Guillergan, regional supervisor in Values Education and Guidance and Counselling. Other trainors were Mrs. Hilaos, Mrs. Janagap, Miss Jancelan, Miss Lago and Miss Martin, all Parts and Orthographic Drawing. Facial Make-up, Cooking, Main Dish, Invented Snacks, Baking Cookies, Sewing, Cross Stitch and Fish Deboning were the FAHP skill contests. Cultural contests were held during the culminating program. The contests include public speaking, vocal solo, vocal duet, and extemporaneous speaking. The presidents of the different organizations are Lonerie Apelo, FAHP; Jackielyn Sonza, FFP(Trade) and Noemi Caballero, FFP. The advisers are Miss Evangeline Mallo, FAHP; Mr. Jeremias Azin, FFP (Trade); and Mrs. Angelica Garbino, FFP. the municipality. A generator set was purchased for possible power failures caused by the disaster. The attention of Punong Barangays was also called to activate their Brgy. Disaster Coordinating Council. The Sangguniang Kabataan conducted a Disaster Preparedness Training last Oct. 18-23 in preparation for possible disasters caused by the La Nifia phenomenon. from Pavia National High School. RHGP as a subject maybe conducted once a week any day from Tuesday to Thursday to complete the 30-32 sessions per school year or 7-8 sessions per grading period. The program seeks to develop the student's personality in order to prepare him for his role in the family, world of work and the community. It is also meant to enhance the student's personality through an understanding of self and environment and to discover the aptitude inherent of the student to prepare him for higher academic and non-academic studies.
