(from page 10) Seeing and believing is the name of the game. Cabatuananons are invited to see for themselves how our school has improved. A lot of talk is nothing compared to the undisputable signs of progress that is becoming more pronounced each year. This was made possible by the wholehearted support of the community. Nobody can deny the presence of the 8-foot fence that currently encloses the whole school. The brick laboratory building that houses our physics and chemistry rooms not to mention the needed equipment to conduct a number of experiments in the said areas. Teachers in other subject areas that may wish to avail of the use of some of these new instructional aids are advised to visit the storage room in the said structure and coordinate with the head concerned. After all, these learning aids are meant for the entire school but responsibility must be observed. Adjacent to the laboratory is the initial Physical Education, Health and Music building which was made possible with the intervention of then Cong. Licurgo P. Tirador. Presently all PERM classes that were held at the shop extension of the Industrial Arts building are non-existent. The affected teachers and students are now housed in their respective classrooms. Our science library can also be used nowadays. The classes that were based there has also been provided their place of learning. The once rusting eyesore that was the unfinished Filipino building has now been transformed. A portion of the first floor is used by the PEI IM Dept. while the rest of the edifice is managed by the Filipino Dept. So much need to be said but it's up to the Stable peace and order is the foundation stone of progress and development for without it a country will progress at a snail's pace. The rising incidence of crimes perpetrated by organized groups has greatly disturbed the peace and order situation in our country. The increasing rate of organized crimes such as kidnappings, hold ups, robbery, murder, drug trafficking and rape has reached alarming proportions to the point that our shaky economy has become more unstable. A number of foreign investors have closed members of the community to actually verify ... Mr. & Mrs. Rolando Ropero, Maria Andes Tejereso-Caspe and her companions in Hongkong, and just recently Engr. and Mrs. Jose Maroma Jr. (See separate article) gets my immediate applause... Such improvements could not have been realized without a plan. The initial strategic plan was conceived and made during the first quarter of duty here last 1995. It was drafted together with Mr. Victor Maroma, Mr. Rodrigo Tacay, and Mrs. Delia Bayonets. It was presented to the then uncohesive Key School Officials group for refinement. The CNCHS PTA. Gen. Assembly Officers were also conferred with regarding the plan. Due to the massive efforts that were made in varied programs whose original acronym was "WE REACH OUT", the objectives were generally met. In the summer of 1997, when the VSA was called upon to be one of the initial school administrators to participate in the School Principals Empowerment Pilot Project, a new plan was formulated incorporating a number of the original ideas but presented in a more concise manner with objectives that provide continuity to the previously met ones. The present acronym for the strategies currently used is "REACH". It stands for Resource Generation, Empowerment of Faculty and Staff. Activation of Support Programs for Students, Consolidation of Community Support, and H igh Performance Orientation. (Kindly read the separate article regarding this game plan of our institution.) This is expected to give direction in the total development of our high school. shops and stopped their business interests in our country. Even our local investors are considering to end their investments because they feel that they lack the necessary security for themselves and for their business. The normalization of peace and order situation in our country is everybody's business. Our national leadership is expected to put more teeth to the implementation of our laws and to punish any violator of these laws, regardless of political and financial considerations. It is for the best interests of our country All the major ideas are comparatively self-explanatory except the concept of empowerment. By this term is meant the enabling process through which individuals can perform better the roles that they are entrusted with. This involves organizational re-engineering, equitable and frequent staff development, delegation of authority but with accountability for results, and all-out support to those concerned. Primarily, it involves TRUST and CONCERN among coworkers, especially between superiors and subordinates. The empowerment concept is very vital when teachers are involved. The Republic Act that made teachers as recognized professionals by the PRC is a double-edged sword. Teachers must present evidences of Continuing Professional Education units obtained through accredited seminars, trainings, postgraduate studies, and the like in order to renew their license every three years. Without such renewal, their employment can be questioned since a valid license is a requirement for teaching either at a public or private basic educational institution. My co-mentors are encouraged to grab opportunities that updates their professional competencies ... don't forget to have the number of days / hours of training in your certificates. This article is the first of a series that seeks to reach-out to all sectors of the community regarding issues and concerns that affect the growth of our cherished Cabatuan National Comprehensive High School. Feedback and suggestions can be coursed through the office of the "The GLOW". if our law-enforcing agencies enforce our laws with fairness and justice for all. Our local goverment units too, are expected to be in the forefront of crime prevention. The civilian populace on the otherhand, have the moral and social responsibility of joining hands with our government and its law enforcing agencies in waging an all out war against organized crimes. Public indifferences and apathy will simply aggravate the situation. The war against organized crimes should start with,our own selves. You said you'll get the lead role instead you'll be eaten by a crocodile. Ha. Ha. Ha." I never felt so humiliated in my whole life that I went home teary eyed. Indeed I've learned my lessons.
